Hi, I know this is a nearly 4 year old post, however I have discovered a solution that might be applicable to you and/or others that stumble upon this issue.
It turns out my network switch was the problem. I am using an HP Enterprise A5120 Layer 3 PoE+ Managed Switch. Because this switch is designed to operate in commercial environments, it contains different methods of protection such as automatically disabling certain ethernet ports to prevent other devices causing issues on the network (i.e. broadcast storm, network loop, etc.). In short, my switch was blocking the port that my Ring Elite Doorbell was connected to.
I don't know the exact reason why my switch blocked the doorbell... perhaps my switch thought it was capable of creating a loop even though that's impossible with this device.
Regardless, my solution was to modify the settings of the specific ethernet port; I enabled a setting called EDGE port, which basically tells the switch "hey this isn't a multi-device port, so ignore all protections for it".
My doorbell immediately connected without issues during the setup.
Another solution for those less technically savvy; replace the PoE switch that you're using. Buy an unmanaged PoE switch instead. Can confirm this works with an unmanaged TPLink PoE switch as well as an unmanaged Netgear PoE switch, as I used both of these during my troubleshooting.
Hope this helps!
