Neighbors App is Blank

Question

The Neighbors app and the Neighbors section on the Ring app are both blank. I've uninstalled then reinstalled both apps, and restarted everything. But I can't figure it out.There's only one possibility. I'm not using a VPN but I do have T-Mobile internet. T-Mobile users have dynamic IP addresses. According to Google my IP address is in Louisville KY while I live in Salem IN. Could this be the reason? If it is is there anyway around this issue? I can't help what my IP address is.
