film on the inside of the lens?

Does the spotlight camera have a film on the inside of the lens? I’ve had my camera for roughly a year give or take and I’ve always had problems with my night time being unseeable. But today I was changing the battery and seen the inside of the lens peeling. If you zoom into the lens in the attached picture, you can see it.
