Frustration with transfer

My wife and I moved into a home we are leasing and the former tenants had installed a ring video 3. Our leasing agency is currently charging us for use of our ring camera even though we cannot transfer it to our account. I waited the 15 days for the transfer ... nothing ... I removed the battery because the camera said it's still online ... nothing. At this point I am concerned that it's causing an unnecessary security breach on our property. I tried calling the customer service line (which used generative ai) and was immediately hung up on not two seconds into asking my question. 

Does anyone exist at Ring who can help me with my problem? Because I would really like to not pay for a service that I have no access to.
