Hi @peggy8080. If you have a VPN active on his computer, I would recommend disabling it to see if it helps. On a similar note, I (desktop) only receive default windows 'ping' when the Ring camera is sending a notification.

How can I change it so that my Desktop app/IE EDGE, notifies with the correct RING chime sound for movement detected and for the actual ring chime alert?

Hi @user_01546e. You cannot change the web push notification sound for your Ring devices on Ring.com. It will only play the standard sound from your web browser, like you are getting.
