I experienced a similar issue with my Ring Video Doorbell (2nd Gen) and the P3-11 error code.
Here's my experience and a potential solution that worked for me:
-Background-
-The Issue-
-Troubleshooting Steps-
While these steps worked for me, I think it's possible that the device simply needed time to reacclimatise from the cold outdoor temperature. Overall, it took about an hour before it started charging again.
-Current Status-
I do have some concerns...
Ring should investigate and address this issue.
If you're experiencing similar problems, try these steps to get your doorbell charging again.
However, be patient and allow time for the device to adjust to indoor temperatures. I'll update on the battery health after a full charge.
I do think Ring should consider this a potential manufacturing issue, especially given the doorbell's outdoor purpose. Refunds or replacements might be necessary if it's confirmed as a widespread problem.
Here is a video of what looks like an interrupted charge:

Hi @user_e60910. It is well documented that cold weather negatively impacts the lithium-ion batteries, such as those used in Ring devices. We have information on what the effects are here. Once the weather warms up, you should no longer see these same issues occurring.
Moisture, like condensation, can happen depending on the weather conditions your Doorbell is installed in. Some moisture on the exterior after rain or snow shouldn't cause any issues. If moisture gets inside the Doorbell at all, please contact our support team directly to report the damage.

Just a quick note to let you know that I allow my battery to come to room temperature before recharging. I figured since the cold diminishes the charge it would be best to allow the cold battery to warm before charging. That is also why I bought a 2nd battery :-)
I don't have a moisture issue with mine, so no help there.
Good luck.

I fixed my P3-11 error. I did 2 things, not sure which one did the trick but both are easy. 1. Removed battery and used a fairly new pencil eraser end to clean contacts inside doorbell. 2. Bent battery retaining clip slightly up to better secure battery in doorbell housing. Reinstalled same battery and doorbell now working as it should. Model: Video Doorbell 3 Plus. Battery only, not hardwired.

Hi @user_4806fa. Try using a different charging cable, charging block and electrical outlet. It should only take 8 hours to fully charge a battery. If your battery is old, and has been exposed to extreme conditions, either hot or cold temperatures, it may have been completely depleted.
