Solar panel not charging stick up cam

Question

I have a new stick up cam and have now tried charging it with two different solar panels with no luck.  I can charge the battery with the cable inside just fine.  The ring app shows the solar panel is connected, but it never charges the battery when it gets below 90%.  I contacted customer service a few weeks ago and their suggestion was a new solar panel.  No luck.  I have pushed the reset button on the bottom of the cam and taken the battery out and reinstalled (both multiple times).  New battery needed?  TIA.
