I have the exact same problem. Ether a fly sets it off or nothing at all. I stood there jumping up and down and could not get motion detected except when sensitive is turned all the way up and then the bugs flying around set it off. The only thing my camera is pointed at is my own driveway with no view of any streets, moving cars, or other homes or other activity. I never found a solution and had to remove the system.
This must be a defect because it is completely useless. My $50 motion basic flood lights with no camera work better.
