Camera won’t complete set up

I purchased two ring second gen cameras. One went through set up right away and connected immediately. The other will not complete set up. It gets to 95% and stalls. After saying set up did not complete the blue light continues to flash slowly like it’s still in set up mode. I’ve tried everything with this one…… factory reset, power cycling, WiFi reboot. What else is there to do?
